The library is named in honor of William M. Brish (September 6, 1906 - June 1, 1999), who served as Superintendent of Schools for Washington County from 1947-1973. During most of his tenure (1946-1971), Washington County's Board of Education also served as the Board of Trustees for Hagerstown Junior College.

Dr. Brish was instrumental in founding the Washington County Closed Circuit Educational Television System, which enabled thousands of Washington County students to receive televised instruction, a groundbreaking technology for its time. 

His spirit of innovation lives on in the William M. Brish library, which aims to provide information to Hagerstown Community College students anywhere at any time, welcoming them to accessible, functional, inspiring spaces both on campus and online.

Dr. Brish's papers are located in the archival collections of the University of Maryland.
